Hire Temporary Admin Staff in London

Live London postings in October 2026 paid temporary administrators between £13.00 and £20.00 an hour, with central London assistant cover clustering at £14.80 to £16.00 (Reed and Adzuna, October 2026). Reed carried 796 live temp administrator vacancies in London on the same date. If you need cover this week, the number that decides your budget is not the pay rate. It’s the charge rate, and the gap between the two is statutory cost you’d carry anyway if the person sat on your payroll.

Morgan Spencer books temporary admin cover across the City, the West End and Canary Wharf, from single day reception cover to nine month project administrators.

What temporary admin staff actually cost in London

Rates split by what the role carries, not by job title. A graduate processing inbox and filing work sits at one end. A programme administrator running board papers and committee minutes sits at the other.

Level Live London rate Evidence
Graduate or entry administrator £13.00 to £13.50 an hour Faith Recruitment via Reed, October 2026
Admin assistant, central London £14.80 to £16.00 an hour Office Angels via Adzuna, September to October 2026
Team administrator, City, hybrid £15.00 to £18.00 an hour Gordon Yates via Reed, 1 and 6 October 2026
Data administrator £15.20 an hour plus holiday Totaljobs, 2026
HR or marketing administrator £16.00 to £17.00 an hour LoveSuccess and Office Angels, 2026
Minute taker, London Bridge £17.00 an hour Office Angels, September to October 2026
Office coordinator, City £17.00 to £19.00 an hour Office Angels, September to October 2026
Programme administrator £19.92 an hour PAYE Pertemps via Adzuna, 2026
Specialist administrator, IFA or clinical systems £20.00 an hour Adzuna central London, 2026

The floor is set by law. The National Living Wage rises to £12.71 an hour in April 2026 (CIPD Labour Market Outlook, Summer 2026), which is why nothing credible in London sits below £13.

The charge rate build, and why it isn’t a mark up on nothing

Three statutory costs sit between the pay rate and the charge rate in the 2026/27 year. Holiday accrues at 12.07% for irregular hours workers. Employer National Insurance runs at 15% on everything above a £96 a week secondary threshold. Auto enrolment pension adds 3% of qualifying earnings between £120 and £967 a week.

Component Cost per hour at a £15.00 pay rate
Pay to the temporary worker £15.00
Holiday accrual at 12.07% £1.81
Employer NI at 15% above the secondary threshold £2.16
Pension at 3% of qualifying earnings £0.41
Total employment cost £19.39
Charge rate at a 20% agency contribution £24.23

That is a 61.6% mark up on the pay rate, and £4.39 of the £9.23 difference is tax and statutory entitlement that never touches the agency. Hays reported an underlying temporary margin of 15.1% of temp gross revenue for the year to June 2026, down from 15.3%, which tells you the real commercial band sits tighter than most clients assume. Vendor calculators quote a 15% to 30% target range after statutory costs. Anyone quoting you a flat percentage without showing the NI and holiday lines is hiding where the money goes, which is the same problem that shows up when employers are choosing between permanent and temporary hiring without a true cost comparison in front of them.

The compliance position changed in April 2026

From 6 April 2026 the umbrella company still operates PAYE, but the agency holding the contract with the end client became jointly and severally liable for any unpaid PAYE and Class 1 NIC (Finance Act 2026 s.24). Where there is no UK agency, or the agency is offshore or connected to the umbrella, liability lands on the end client.

A direct PAYE temporary payroll removes that exposure from your supply chain entirely. Rolled up holiday pay remains lawful for irregular hours and part year workers for leave years beginning on or after 1 April 2024, provided it’s paid at 12.07% and itemised separately on the payslip (Acas guidance, updated 22 April 2026).

After 12 weeks in the same role, the Agency Workers Regulations 2010 give the worker equal basic pay and working conditions to a comparable permanent employee. Plan the assignment length around that date rather than discovering it. Where cover is going to run long, fixed term contracts often price better than a rolling temp booking.

What the London market looks like right now

The KPMG and REC Report on Jobs published on 8 October 2026 put temporary billings at 50.9, above the 50 no change mark but the weakest growth in five months and down from 52.4 in August. Total vacancies were still contracting at 48.5, while staff availability kept rising at 57.2.

Candidate supply is the headline for employers. More people are available, so volume is not your constraint. Shortlist quality is. Only 57% of private sector employers planned to recruit in the three months to Summer 2026, the lowest reading since 2016 outside the pandemic, yet administrative and support services recorded a net employment balance of +18 (CIPD Labour Market Outlook, Summer 2026). Demand for admin support is holding while general hiring confidence is not.

Pay is moving too. Business support salaries rose 3.8% in 2026 against a 2.2% all sector average (Hays, 2026), which pushes temporary rates up behind them.

Skills to specify in the brief

Generic admin briefs produce generic shortlists. Live 2026 London postings asked for named capability:

  • Microsoft and Google suites. Still the top skill hiring managers name in admin roles, and specified outright in postings at £20 to £25 an hour.
  • CRM and enterprise software. 69% of hiring managers will pay more for specialised system skills (Robert Half UK Salary Guide 2026).
  • Minute taking and board support. Priced separately at £17 an hour for ad hoc committee work.
  • Data handling. Data administrator temp roles were live at £15.20 an hour.
  • Sector systems. SystmOne for medical secretarial cover, IFA platforms at £20 an hour.

Search by capability, not title. The same person appears in London postings as an Office Assistant, Team Administrator, Office Coordinator, Programme Administrator, Data Administrator, Senior Administrator or People Operations Admin. Restricting a search to one of those labels removes most of the available market.

How fast cover starts

Specialist London agencies advertise same day and next day starts. Oriel Partners targets a first suitable candidate within two hours of briefing and Tyler Griffen aims for arrival within an hour of confirmation. Both are self reported agency claims, and no independent London time to fill statistic exists for temporary admin.

What makes speed real is a pre referenced bench rather than a fresh search. Morgan Spencer holds available now administrators with central London sector experience, which is also how short notice reception and admin cover gets filled inside a working day rather than a working week.

Where a booking is likely to become permanent, say so at the brief stage. Knowing which temps are worth keeping is easier when the assignment is structured as a trial from day one, and the transfer fee position under the Conduct Regulations 2003 is agreed up front.

Frequently asked questions

How much does a temporary administrator cost per hour in London?

Live London postings in October 2026 paid £13.00 to £20.00 an hour, with central London assistants commonly £14.80 to £16.00 (Reed and Adzuna). At a £15.00 pay rate, holiday at 12.07%, employer NI at 15% and pension at 3% bring the employment cost to £19.39 and the charge rate to £24.23.

What does a temp agency add on top of the pay rate?

Hays reported an underlying temporary margin of 15.1% of temp gross revenue for the year to June 2026, down from 15.3%. Vendor calculators quote a 15% to 30% target range after statutory costs. The margin covers sourcing, vetting, payroll, compliance and replacement cover.

Is rolled up holiday pay legal for agency temps?

Yes, for irregular hours and part year workers, for leave years starting on or after 1 April 2024, under the Employment Rights (Amendment, Revocation and Transitional Provision) Regulations 2023. It must be paid at 12.07% and itemised separately on the payslip (Acas, updated 22 April 2026).

Did agencies take over umbrella payroll in April 2026?

No. From 6 April 2026 the umbrella company still operates PAYE. The agency contracting with the end client became jointly and severally liable if the umbrella fails to pay PAYE and Class 1 NIC, and the end client becomes liable where there is no UK agency (Finance Act 2026 s.24).

What happens after 12 weeks on assignment?

Under the Agency Workers Regulations 2010, a temporary worker completing 12 calendar weeks in the same role with the same hirer gains equal basic pay and working conditions to a comparable permanent employee. Plan assignment length and budget around that date rather than meeting it unprepared.

How quickly can a London temp administrator start?

Specialist London agencies advertise same day or next day starts, with Oriel Partners targeting a first suitable candidate within two hours of briefing and Tyler Griffen within an hour of confirmation. These are agency claims, and no independent London time to fill figure exists for temporary admin.
