Hire an HR Manager in London
London HR Managers benchmark at £55,000 to £60,000 at nought to three years, £60,000 to £70,000 at three to five years, and £70,000 to £95,000 at five years and above (Morgan McKinley 2026 salary guide, London data). The band is wide because the title covers two different jobs. One runs process and compliance. The other owns employee relations through a reform timetable that reaches its sharpest point on 1 January 2027. Pay the first band for the second job and the offer gets declined.
Morgan Spencer places HR Managers, HR Business Partners and Heads of People across London on permanent, fixed term and interim briefs.

For context below manager level, Robert Half’s 2026 UK guide puts HR Administrators at a £27,500 national median and HR Advisors at £39,000. Those are UK figures rather than London ones, and the guide’s fieldwork ran in mid 2025, so treat them as a floor rather than a London benchmark.
There is a live gap between benchmark and offer. London HR Managers at five years plus benchmark to £95,000, while London fixed term HR Manager roles advertised in October 2026 topped out at £60,000 pro rata (Totaljobs). Deciding between a stretch hire and upskilling the team you already have is a real commercial choice at that spread, not a cost saving exercise.
Interim HR cost, and when it beats a permanent hire
| Role | London day rate | Source |
|---|---|---|
| Interim HR Manager, hands on | £200 to £225 a day | Ashdown Group via Jobsite, September 2026 |
| Interim Senior HR Manager, charity sector | £216 to £240 a day | Live West London posting, 2026 |
| Interim HR Business Partner, City | £300 to £350 a day | Oakleaf via Jobsite, 2026 |
| Interim Payroll Manager, North London | £170 to £190 a day | Hays via Totaljobs, 2026 |
| Interim Workforce Systems and Compensation Lead | £500 to £600 a day | SF Recruitment via Totaljobs, 2026 |
| Interim HR Consultant | £550 to £650 a day | Oakleaf via Jobsite, 2026 |
| Interim HR Director | £500 to £1,800 a day | Exec Capital 2026 |
A three to nine month interim mandate carries a defined end date through the January 2027 change, with a permanent search running alongside it. That is the sequencing most London employers get wrong, because they start the permanent search in December and inherit the reform with an empty seat.
The reform timetable driving HR demand
Two dates in the Employment Rights Act 2025 matter more than the rest. The Act received Royal Assent on 18 December 2025 and phases through 2026 and 2027 (Acas).
From 6 April 2026, day one paternity and parental leave took effect alongside expanded statutory sick pay eligibility. The Fair Work Agency was established on 7 April 2026 and now enforces holiday pay, statutory sick pay, minimum wage and agency worker regulation. In October 2026, employment tribunal time limits extended to six months.
From 1 January 2027, the unfair dismissal qualifying period falls from two years to six months and the compensation cap is removed. Anyone hired on or before 1 July 2026 is covered on day one of the change. Be clear on this, because the day one version was widely reported and then dropped. Six months is the figure, confirmed in SI 2026/559 made on 26 May 2026.
Zero and low hours reforms, including guaranteed hours rights for agency workers, are expected to follow in 2027. CIPD’s Summer 2026 Labour Market Outlook found 29% of employers used zero or low hours workers in the previous twelve months, and 45% of those expect implementation to be difficult. In the words of that report, “A third of affected employers plan to use more self-employed/atypical workers and increase the number of redundancies due to these reforms.” Employers who understood what the new employment rights mean in practice started resourcing for it twelve months before the deadline.
Specify the systems, not the seniority
Generic HR Manager briefs return generic shortlists. Robert Half’s 2026 guide ranks HR information system capability as the top skill HR hiring managers look for, with employment legislation second, and reports that 70% of HR hiring managers will pay more for digital skills. We did not find 2026 London postings naming Workday, SuccessFactors, HiBob or Personio with any frequency data, so name the platform your business actually runs rather than assuming the market advertises it.
Four capability areas carry a measurable premium:
- HRIS ownership. Priced separately at £500 to £600 a day for interim systems and compensation work in London.
- Employment legislation depth. Directly amplified by the 1 January 2027 change and the six month tribunal window.
- Complex employee relations, including M&A and TUPE. A premium pay skill in the same guide.
- Global HR and payroll exposure. Also premium, with interim payroll leadership running £170 to £190 a day in North London.
CIPD qualification remains the top listed HR certification. No 2025 or 2026 source quantifies a Level 5 or Level 7 salary premium, so do not let a candidate or an agency price one for you.
Where the London HR market sits
The KPMG and REC Report on Jobs published on 8 October 2026 put permanent placements at 50.9, the highest reading since September 2022, with permanent salaries at 53.4 and staff availability still rising at 57.2. Permanent vacancies remained in contraction at 48.4.
London is the outlier. Anna Purchas, London Office Senior Partner at KPMG UK, said London was one of only two English regions where demand for permanent staff increased in September, with the smallest rise in permanent candidate availability of any region. More supply nationally, tighter supply locally.
Hiring confidence is the constraint rather than candidate volume. CIPD’s Summer 2026 survey of 2,017 employers recorded a net employment balance of +9, with +11 in the private sector, 62% planning to recruit, 21% planning redundancies and a median expected pay award of 3%. Legal, accounting, consultancy and head office employers came in at +17. Separately, 31% of employers reported hard to fill vacancies, and Robert Half found 31% of organisations intend to expand HR teams.
Search beyond the title. The same person appears in London postings as a People Partner, Regional People Business Partner, HR Generalist, Senior HR Business Partner, Head of People or People Operations lead. A search locked to HR Manager removes most of the passive market, which is why shortlisting at head of HR and HRBP level works on capability mapping rather than job board keywords.

Morgan McKinley’s 2026 London data puts HR Managers at £55,000 to £60,000 with nought to three years’ experience, £60,000 to £70,000 at three to five years, and £70,000 to £95,000 at five years and above. London HR Business Partners run £60,000 to £95,000 across the same bands.

Is unfair dismissal a day one right under the Employment Rights Act 2025?
No. The day one proposal was replaced with a six month qualifying period, effective for dismissals from 1 January 2027, with the compensation cap removed. Employees hired on or before 1 July 2026 qualify immediately on that date (Acas and DLA Piper, 2026).
What is the Fair Work Agency?
The Fair Work Agency was established on 7 April 2026 under the Employment Rights Act 2025. It consolidates existing enforcement bodies and enforces holiday pay, statutory sick pay, minimum wage and agency worker regulation. For employers it raises the stakes on holiday accrual and agency supply chain compliance.
Which skills should an HR Manager brief specify?
Robert Half’s 2026 guide ranks HR information system capability first and employment legislation second among skills HR hiring managers seek, and reports 70% will pay more for digital skills. Interim systems and compensation leads were priced at £500 to £600 a day in London in 2026.
